On the server, when I RDP in everything looks normal. I have tried a Redploy, Stopping and Starting and Refreshing. I can now no longer see the website using either the public IP address, DNS name or URL. I then did a restart of the VM, I could then access the server via RDP and installed the new SSL. Accessed via RDP to change SSL, screen stopped refreshing.
